On most urban residential lots, the City permits up to two ADUs for a total of three dwelling units per property, provided the lot is served by municipal sewer and water. A building permit is required for any ADU — there is no exemption for finished basements with a kitchen and bathroom — and permit fees are calculated based on a rate for finished floor area, with different rates for interior ADUs (within the main dwelling) and exterior ADUs (in an accessory building).
