Thorold regulates basement apartments as "second dwelling units" under Comprehensive Zoning By-law No. 60-2019, which took legal effect May 23, 2024 following Ontario Land Tribunal Order OLT-22-002825. A second dwelling unit is permitted per lot, subject to a Building Permit, and capped at 40% of your principal dwelling's gross floor area. We confirm eligibility and manage the full submission with the City's Building Division on your behalf.

The City of Thorold Building Division reviews every application against the Ontario Building Code and Comprehensive Zoning By-law No. 60-2019, which permits one second dwelling unit per lot at up to 40% of the principal dwelling's gross floor area, plus one additional parking space (tandem permitted). The office is based at 8 Carleton St. S., 2nd Floor, and can be reached at 905-227-6613 ext. 277 — but you won't need to call them. We do.
Thorold does not currently offer a dedicated online portal for residential permit applications — submissions go in person at the Planning & Building Services counter or by mail to the Building Division. Once a complete application is received, plans examination follows the province's statutory house-class review target of 10 business days under O. Reg. 332/12.
